Special information on aviation and transport safety

Article 12.2. Check, additional check and recheck in order to ensure transport safety.

Checks, additional checks, rechecks, observations and/or interviews to ensure transport safety shall be the responsibility of the transport infrastructure entities and/or carriers.

A check/recheck for the purpose of ensuring transport security involves taking actions to examine individuals, vehicles, cargo, baggage, postal items, carry-on baggage and personal belongings in the possession of individuals, and other material objects in order to detect items and substances that have external signs of similarity to weapons, explosives or other devices, items and substances, which are banned or restricted to move into the transport security area or part thereof and/or which may be used to commit acts of unlawful interference, as well as to identify individuals and vehicles that no legal grounds to be admitted into the transport security area or part thereof. Rechecks to ensure transport security and safety are carried out when a transport infrastructure subject or carrier receives information about the threat of committing an act of unlawful interference, as well as when a decision is made to conduct it based on the results of observation and/or interview in order to ensure transport security.

During the additional check in order to ensure transport safety, measures are taken to recognize items and substances detected during the check and/or recheck in order to ensure transport security.

Observation and/or interview for the purpose of ensuring transport safety are aimed at identifying individuals whose actions indicate signs of preparation for committing acts of unlawful interference, as well as at detecting vehicles and other material items that may be used to commit an act of unlawful interference.

Checks, additional checks, recheck, observation and/or interview for the purpose of ensuring transport safety shall be carried out by authorized persons from among the employees of transport security units.

Checks, additional checks and rechecks for the purpose of ensuring transport security in accordance with the rules as provided for in Part 13 of this Article involve using X-ray television, radioscopic installations, stationary, portable and hand-held metal detectors, gas analytical and chemical equipment, and other devices that ensure the detection of weapons, explosives or other devices, items and substances, which are banned or restricted to move into the transport security area or part thereof.

People who refuse to go through check are not permitted to enter the transport security area (Parts 11-12 of Article 12.2).

Passenger’s refusal to go through check, additional check and recheck in order to ensure transport safety provides a basis for unilateral carriage contract termination.

Appendix No. 7 to The Rules for Checks, Additional Checks, Rechecks, Observations and/or Interviews to Ensure Transport Safety, approved by Order of the Ministry of Transport of Russia No. 34 dated February 4, 2025.

1. This instrument shall define the requirements for compliance with transport security for legal entities and individual entrepreneurs that are not entities of transport infrastructure and that carry out activities at a transport infrastructure facility, for individuals passing or staying at transport infrastructure facilities or vehicles, by type of transport, as well as in security areas established around individual ships and/or other floating craft with a nuclear reactor or ships and/or other floating craft transporting nuclear materials, transport infrastructure facilities. 

2. Legal entities and individual entrepreneurs who are not actors of transport infrastructure and who engage in a business at a transport infrastructure facility, and individuals passing or staying at transport infrastructure facilities or on board vehicles are required to:

a) comply with the requirements of the transport safety forces aimed at ensuring transport safety, and also not to take actions that impede the performance of their official duties;

b) inform the transport safety forces of the events or actions that pose a threat to the transport safety of a transport infrastructure facility or vehicle.

3. In addition to the requirements provided for in Paragraph 2 hereof, individuals traveling or staying at transport infrastructure facilities or in vehicles are required to pass (drive) into the transport security area in accordance with The Rules for Checks, Additional Checks, Rechecks, Observations and/or Interviews to Ensure Transport Safety, established pursuant to Part 13 of Article 12.2 of the Federal Law «On Transport Safety».

4. Legal entities and individual entrepreneurs who are not actors of transport infrastructure and who engage in a business at a transport infrastructure facility, and individuals passing or staying at transport infrastructure facilities or on board vehicles may not:

а) carry (transport) into the transport security area weapons, explosives or other devices, items and substances, which are banned or restricted to move into the transport security area or part thereof in accordance with The Rules for Checks, Additional Checks, Rechecks to Ensure Transport Safety, established pursuant to Part 13 of Article 12.2 of the Federal Law «On Transport Safety»;

b) hinder the functioning of technical means of ensuring transport safety located in the transport security area;

c) accept material objects for their transportation on board a vehicle without undergoing a check in order to ensure transport security and safety;

d) perform actions that hinder (including using transport and other technical means) the functioning of a vehicle or restrict the functioning of transport infrastructure facilities, including dissemination of knowingly false reports about events or actions that pose a threat to the safety of a transport infrastructure facility or vehicle, as well as actions aimed at damaging or stealing any elements of a transport infrastructure facility or vehicle which may make them become unusable or creates a condition that threatens the life and/or health of the personnel of the transport infrastructure facility or transport safety subdivision and other persons;

e) transfer to third parties documents granting the right of passage (travel) to the transport security area; f) pass (travel) to the transport security area outside (bypassing) the passages (driveways) established by a transport infrastructure actor or a carrier;

g) take actions that simulate preparation for, or commission of acts of unlawful interference with a transport infrastructure facility or a vehicle; h) use pyrotechnic products; i) use small self-propelled and non-self-propelled vessels (watercraft) in areas of seaport waters used for boarding (disembarkation) of passengers and/or transshipment of hazardous cargos as defined by mandatory regulations in the seaport and approved by the Ministry of Transport of the Russian Federation.

5. Legal entities and individual entrepreneurs who are not actors of transport infrastructure and who carry out activities at a transport infrastructure facility, and individuals passing or staying at the transport security area established around individual ships and/or other floating craft with a nuclear reactor or ships and/or other floating craft transporting nuclear materials, or around transport infrastructure facilities, shall:

a) comply with the restrictions and prohibitions provided for by the features of protection against acts of unlawful interference for individual vessels and/or other floating craft with a nuclear reactor or vessels and/or other floating craft transporting nuclear materials, and transport infrastructure facilities around which security areas are established, as ruled by the Government of the Russian Federation in accordance with Part 8.1 of Article 12.3 of the Federal Law «On Transport Safety»;

b) comply with the requirements of persons who take actions against acts of unlawful interference in security areas established around individual vessels and/or other floating craft with a nuclear reactor or vessels and/or other floating craft transporting nuclear materials, and transport infrastructure facilities, and refrain from to taking actions that interfere with the performance of their official duties.

Transportation of weapons and ammunition is carried out in accordance with the standards of the Aviation Safety Manual (Chapter 12 Doc 8973 «Aviation Safety Manual» (Convention on International Civil Aviation dated December 7, 1944, International Air Services of the USSR: Collection of documents. Moscow, 1970; the official website of the International Civil Aviation Organization (ICAO) on the information and telecommunications network Internet: www.icao.int. It took effect for the USSR on November 14, 1970 in accordance with Resolution No. 836-284 dated October 1, 1970 of the Council of Ministers of the USSR (hereinafter referred to as the Convention on International Civil Aviation)).

Weapons are to be transported as an individual piece of registered baggage in an isolated compartment of an aircraft, which is paid as per the tariff established by the shipper. If transported by the aircraft that does not have isolated baggage compartments, weapons must be placed in the flight deck in the original packaging or in a special container that must be secured or sealed. If there is no an isolated compartment on the aircraft, the carrier, at the stage of purchasing a ticket by a passenger carrying weapons, must inform the passenger of the restrictions on transporting weapons as baggage on board the aircraft.

Weapons must be accepted for transportation in an unloaded state in the presence of: a license or permit specified in paragraph 77 of the Rules for the Circulation of Civilian and Service Weapons and Ammunition on the Territory of the Russian Federation approved by Decree No. 814 dated July 21, 1998 of the Government of the Russian Federation (Collection of Legislation of the Russian Federation, 1998, No. 32, Art. 3878; 2018, No. 21, Art. 3023) (hereinafter referred to as the Rules for the Circulation of Civilian and Service Weapons) — for civilian and service weapons; a copy of the permit for the storage and use of weapons certified in the manner established by the legislation of the Russian Federation (if necessary, with the attachment of a list of weapons registration numbers), a copy of the Unified Calendar Plan of Interregional, All-Russian and International Physical Training Events and Sports Events, calendar plans of physical training events and sports events of the constituent entities of the Russian Federation, municipalities, calendar plans of all-Russian and regional sports federations and the order of the head of a legal entity on the organization of transportation of weapons and ammunition — for sports weapons. Transportation of weapons and ammunition belonging to visa-free transfer passengers who do not cross the border of the checkpoint through the state border of the Russian Federation and do not move goods across it must be carried out without permission to import (export) weapons into the territory of the Russian Federation, from the territory of the Russian Federation.

Weapons that are purchased without a license and (or) the registration of which with the federal executive body authorized in the field of weapons circulation or its territorial body is not required, and the storage of which is carried out without permission to store weapons, to store and carry weapons, or to store and use weapons must be accepted by the carrier for transportation in an unloaded state on the basis of a certificate of conformity issued in accordance with paragraph 8 of the Regulations on the Maintenance and Publication of the State Cadastre of Civilian and Service Weapons and Ammunition for Them approved by Decree No. 814 dated July 21, 1998 of the Government of the Russian Federation (Collection of Legislation of the Russian Federation, 1998, No. 32, Art. 3878; 2018, No. 21, Art. 3023) (hereinafter referred to as the certificate of conformity), or a conclusion of the state expert examination confirming the authenticity of the weapons having cultural value, or the conformity of the copy of the ancient (antique) weapons or replica of the ancient (antique) weapons to a specific type of the weapons of cultural value, issued in accordance with Article 7 of Federal Law No. 150-ФЗ dated December 13, 1996 «On Weapons» (Collection of Legislation of the Russian Federation, 1996, No. 51 Art. 5681; 2019, No. 31, Art. 4439).

Cartridges for weapons must be placed separately from the weapons. The caliber of accepted cartridges shall correspond to the caliber specified in the license for weapons, or the permit for its storage, storage and carrying, storage and use of specific types and models of weapons. Weapons in an amount not exceeding 5 units, cartridges in an amount not exceeding 1000 pieces, weighing not more than 5 kg (category 1.4S classified as dangerous goods, Doc 9284 AN/905 «The Safe Transport of Dangerous Goods by Air» of the Convention on International Civil Aviation, packed in gun-cases, holsters or special cases, as well as in special packing of the weapons manufacturer (for foreign citizens, weapons imported into the Russian Federation for hunting and participation in sporting events shall be carried to the venue of the relevant event in locked cases) are accepted for transportation as registered baggage per one passenger. It is not allowed to combine the baggage allowance containing weapons and ammunition of several passengers into one or more baggage pieces. Cartridges weighing more than 5 kg are allowed for carriage only as dangerous goods registered in accordance with the requirements of the Technical Instructions for the Safe Transport of Dangerous Goods by Air, Annex 18 Doc 9284 AN/905 «The Safe Transport of Dangerous Goods by Air» of the Convention on International Civil Aviation.

Transportation of ammunition with explosive or incendiary bullets, cartridges for gas weapons, as well as devices filled with lachrymatory or irritant substances is prohibited on board the civil aviation aircraft.

Officers of the Service of Aviation Safety (SAS) must inspect received (issued) weapons with the participation of a passenger in a special isolated room at the airport equipped in accordance with the approved transport safety plan for the transport infrastructure facility (airport), or in a temporary storage warehouse at the destination airport.

Acceptance of weapons, cartridges for transportation must be performed after registration of a passenger and registration of weapons, cartridges belonging to him/her as individual pieces of baggage. The passenger is provided with a boarding pass with a mark indicating the number of pieces and the weight of the weapons, and luggage tag (s) for the weapons. A note must be entered into the registration system to the effect that this passenger has weapons. After the inspection and verification of the weapons and documents for the weapons stipulated by paragraph 3 of these Rules, and presence of a baggage tag on the weapons, the passenger shall place the weapons in a special packaging of the weapon manufacturer or in a holster, case, special case (for foreign citizens, the transportation of weapons imported into the territory of the Russian Federation for hunting and participation in sporting events to the venue of the relevant event shall be carried out in lockable cases 3). Weapons handed over by their owner for the duration of the flight are packed by a SAS officer in wrapping paper, paper or plastic bag. The packaging is marked with the numbers of the flight and the «Certificate of acceptance of weapons and ammunition for the period of flight of the aircraft» (the recommended model of the certificate is given in the appendix to these Rules) (hereinafter referred to as the Certificate), the surname, name, patronymic (if any) of the owner of the weapons, and a baggage tag is attached. Upon completion of marking, the SAS officer must draw up the Certificate in 4 copies, signed by the SAS officer and the passenger. The fourth copy of the Certificate must be issued to the passenger who must present it along with the baggage tag upon receipt of the weapons at the destination airport. When drawing up the Certificate, the SAS officer must give explanations to the passenger as to the procedure for receiving them at the destination airport. When the weapons belonging to transfer passengers are registered at an initial departure airport, the Certificate must be executed in 5 copies, of which the third and fifth copies are submitted to a responsible aircrew member. The execution and transfer of the first, second and fourth copies of the Certificate is carried out in accordance with paragraph 20 of these Rules. It is prohibited to hand over the baggage containing weapons to passengers at the transfer airport.

The weapons of passengers traveling by transfer from foreign countries through one airport of the Russian Federation to another one shall be documented to indicate the airport of the initial boarding on the territory of the Russian Federation. Registration, delivery and loading of weapons of such passengers on board the aircraft must be carried out in accordance with Chapter II of these Rules. Weapons of passengers traveling by transfer from one airport of the Russian Federation through another one to a foreign country shall be documented to indicate the transfer airport on the territory of the Russian Federation. At the transfer airport, registration, delivery and loading of weapons of such passengers on board the aircraft must be carried out in accordance with Chapter II of these Rules. Issuance of weapons at destination airport: The weapons must be handed over to the passenger upon presentation of the fourth copy of the Certificate handed over to him at the departure airport, baggage tags, and document of identity.

1. The following items, which are prohibited from being carried in the passenger cabin of an aircraft and from being brought into the restricted access security zone for safety reasons:

a) explosives and incendiary substances and devices that can be used to cause serious bodily injury or to threaten the safety of the aircraft, including:

    • i) ammunition;
    • ii) detonator caps;
    • iii) detonators and fuses;
    • iv) mock-ups or imitations of explosive devices;
    • v) mines, grenades, and other military explosive devices;
    • vi) pyrotechnics, including fireworks;
    • vii) smoke cartridges or canisters;
    • viii) dynamite, gunpowder, and plastic explosives;

b) pistols, firearms, and other devices designed to cause serious bodily injury or that could be mistaken for such devices, including component parts of firearms and ammunition (homemade, single-shot weapons, such as those made using 3D printing technology which may be difficult to recognize). These include:

    • i) all types of firearms, including pistols, revolvers, rifles, and shotguns;
    • ii) toy guns, mock-ups, and imitations of firearms that could be mistaken for real weapons;
    • iii) component parts of firearms, with the exception of telescopic sights;
    • iv) compressed air and CO2 cartridge air rifles, including pellet guns, ball-bearing guns, rifles, and pistols;
    • v) flare guns and starter pistols;
    • vi) stun devices and homemade devices;

c) chemical substances such as:

    • i) incapacitating and paralyzing chemicals, gases, and aerosols, such as mace gas, pepper sprays, acid aerosols, animal deterrent sprays, and tear gas;
    • ii) chemicals that may pose a hazard when mixed due to reaction (self-igniting reactions);
    • iii) chemicals that pose a hazard to life or property regardless of their classification as dangerous goods;

d) objects with a sharp point or sharp edge, and devices that propel objects, which can be used to cause serious bodily injury, including:

    • i) objects designed for chopping, such as axes, cutters, and cleavers;
    • ii) ice axes and ice picks;
    • iii) razor blades and box cutters;
    • iv) bows, crossbows, and arrows;
    • v) harpoon guns and spearguns;
    • vi) slingshots and catapults;
    • vii) knives with a blade length exceeding 6 cm;
    • viii) scissors with blades longer than 6 cm, measured from the pivot point;
    • ix) martial arts equipment with pointed ends or sharp edges;
    • x) swords and sabers;

e) work tools that can be used either to cause serious bodily injury or to threaten the safety of the aircraft, including:

    • i) crowbars;
    • ii) drills and drill bits, including cordless portable electric drills;
    • iii) tools with blades or rods longer than 6 cm that can be used as weapons, such as screwdrivers and chisels;
    • iv) saws, including cordless portable electric saws;
    • v) blowtorches;
    • vi) bolt guns and nail guns;

f) blunt objects that can be used to strike and cause serious bodily injury, including:

    • i) baseball bats and softball bats;
    • ii) various types of police batons, such as rigid, flexible, and weighted flashlights;
    • iii) martial arts equipment;

g) Lithium batteries, listed in the instructional material on security control measures regarding lithium batteries.

2. Explosive or incendiary substances or devices that can be used to cause serious bodily injury or to threaten the safety of the aircraft are prohibited from being transported in the cargo compartment of the aircraft for flight safety reasons, including (there may be regulations providing exemptions under certain conditions):

a) with the operator’s permission, some types of cartridges may be permitted in registered baggage under the conditions specified in paragraph 1.1.2 of Chapter 1, Part 8 of the document «Technical Instructions for the Safe Transport of Dangerous Goods by Air» (Doc 9284);

b) detonator caps;

c) detonators and fuses;

d) mines, grenades, and other military explosive devices;

e) pyrotechnics, including fireworks;

f) smoke cartridges or canisters;

g) dynamite, gunpowder, and plastic explosives.

What Can Be Carried in the Cabin Free of Charge in Addition to Carry-On Baggage
  • A lady’s handbag or briefcase
  • Printed publications for in-flight reading
  • A laptop, camera, video camera and mobile phone
  • Baby food, a travel cradle, or a folding stroller
  • An umbrella or a cane
  • Outerwear
  • A suit in a garment bag
  • A folding wheelchair and crutches, if necessary

Please check the carry-on baggage rules with your airline and make sure that all your items can be taken into the cabin.

What is not allowed for carry-on baggage

Substances and items prohibited  for carriage, namely:

  • Piercing, cutting and dangerous items that can be used as an attack weapon
  • Lighters
  • Liquids in packages larger than 100 ml, even if not completely filled
  • More than 1 liter of liquids per person
  • Alcoholic beverages, except for those bought in a Duty Free store

Exceptions: medications required in flight, baby food and special diet foods

Recommendations for Carrying Liquids and Electronics

Place liquids that you will be carrying in your carry-on baggage in a transparent plastic bag and present it separately at the security check. We remind you that liquid containers must be of no more than 100 ml in size. Creams and gels, shaving foam, and honey are also liquids.

Liquids bought at a Duty Free shop at the airport should be packed in a sealed bag upon purchase. The package must be kept sealed until arrival at the destination airport.

During the check you may also be asked to present your electronic devices (e.g., laptops, video cameras, etc.) separately; place them so that it is easy for you to take them out of your bag.

Rules for the Transportation of Lithium Batteries

Portable chargers (external batteries, external chargers, power banks, and portable jump-starters) containing lithium batteries must be carried only in the passenger’s belongings (i.e., carry-on baggage) and must be separately protected in such a way as to exclude the possibility of a short circuit (by placing in the original retail packaging or insulating the terminals in another way, for example, by wrapping exposed terminals with tape or placing each battery in a separate plastic bag or protective case), taking into account the requirements for lithium batteries.

Each battery must meet the following parameters:

  • the lithium content in lithium metal batteries does not exceed 2 g;
  • the specific power of lithium-ion batteries does not exceed 100 Wh;
  • if over 100 Wh up to and including 160 Wh, no more than two may be transported, subject to permission from the airline (carrier).

Portable chargers and spare batteries containing lithium and having a specific power greater than 160 Wh are PROHIBITED for carriage by passengers.

In the case of a wheelchair powered by lithium-ion batteries, with the permission of the operator, only one spare battery with an energy capacity (specific power) of no more than 300 Wh or two spare batteries with the energy capacity (specific power) of each to be no more than 160 Wh, may be carried in carry-on baggage, while the battery terminals must be protected against short circuit or damage.

Carriage of portable chargers (external batteries, external chargers, power banks, and portable jump starters) in CHECKED-IN baggage is PROHIBITED.

The calculation of specific power should be made using the following formula:

1 Wh = 1 V * 1 Ah, where Wh is Watt-hour, V is Volt, Ah is Ampere-hour

1. It is prohibited for crew members and passengers to carry the following dangerous substances and items on board the aircraft in checked-in baggage and carry-on luggage:

1) explosive agents, blasting supplies and subjects rigged with them: any gunpowder in any package and in any amount; ball cartridges (including small caliber ones); cartridges for gas weapons; hunting vials (blasting caps); pyrotechnical devices: signal and light flares; signal cartridges, air-landed explosive cartridges, day tracer cartridges, charges of explosives, slow matches, Bengal lights, railway detonators; trotyl, dynamite, trinol, ammonal and other explosives; blasting caps, electrical detonators, electrical ignition units, detonating cable and fire conductive cable, etc.

2) compressed and liquefied gases: gases for household use (butane-propane) and other gases; gas cartridges filled with nerve-paralytic and tear effects, etc.;

3) flammable liquids: acetone; gasoline; samples of flammable petroleum products; methanol, methyl acetate (methyl ether); carbon disulfide, ethers; ethylcellosol;

4) flammable solids: substances subject to spontaneous combustion; substances that emit easily flammable gases when interacting with water: potassium, sodium, calcium metal and their alloys, phosphorous calcium, etc.; white, yellow and red phosphorus and all other substances classified as flammable solids);

5) oxidizing substances and organic peroxides: colloidal nitrocellulose in form of granules or flakes, dry or wet, containing less than 25% water or solvent; colloidal nitrocellulose, in solid pieces, wet, containing less than 25% alcohol; dry or wet nitrocellulose, containing less than 30% solvent or 20% water, etc.;

6) toxic substances;

7) radioactive materials;

8) caustic and corrosive substances: strong inorganic acids: hydrochloric, sulfuric, nitric and others; hydrofluoric (fluorhydric) acid and other strong acids and corrosives;

9) toxic and poisonous substances: any toxic, potent and poisonous substances in liquid or solid state in any packaging; brucine; nicotine; strychnine; tetrahydrofurfuryl alcohol; antifreeze; braking fluid; ethylene glycol; mercury, with the exception of mercury contained in a medical thermometer, a mercury tonometer in a standard case, a mercury barometer or a mercury manometer packed in a sealed container and sealed with the consignor’s seal; all salts of hydrogen cyanide and cyanide chemicals; cyclone, black cyanide, arsenous anhydride, etc.; other dangerous substances, items and cargo that can be used as weapons to attack passengers, aircraft crew, or pose a threat to flight safety;

10) weapons: pistols, revolvers, rifles, carbines, and other fire, gas, pneumatic weapons, electric shock devices, dirks, stiletto knives or bayonets, except in cases and in the manner established by the legislation of the Russian Federation.

11) Liquids in containers with a capacity of more than 100 ml, including partially filled ones, when carried by passengers in checked baggage and items carried by passengers.

A detailed list of dangerous substances and items prohibited for carriage on board an aircraft by crew members and passengers is contained in the Technical Instructions for the Safe Transport of Dangerous Goods by Air (ICAO Doc 9284 AN/905); Annex 18 to the Convention on International Civil Aviation —The Safe Transport of Dangerous Goods by Air addresses the issues of transporting dangerous materials and dangerous goods; and ICAO Aviation Security Manual (Doc 8973 — Restricted).

2. The following items and substances are permitted to be carried on board the aircraft by crew members and passengers under the required conditions:

1) in checked-in baggage in cargo and luggage compartments of an aircraft with isolated passenger access to luggage during the flight: crossbows, spearguns, backswords, sabers, cutlasses, yataghans, broadswords, swords, rapiers, bayonets, daggers, knives: hunting knives, knives with ejectable blades, with locks, simulators of any type of weapon; household knives (scissors) with a blade length of over 60 mm; alcoholic drinks containing more than 24%, but not more than 70% alcohol in containers of not more than 5 liters in volume intended for retail trade — not more than 5 liters per passenger; liquids and alcoholic beverages with an alcohol content of not more than 24%, to be packed in commercial packaging and bearing special federal marks of alcoholic beverages; aerosols intended for use for sports or household purposes, the release valves of the cans of which are protected by caps from spontaneous release of the contents, in containers of not more than 0.5 kg or 500 ml — not more than 2 kg or 2 liters per passenger; medical thermometer containing mercury, in a standard case — one per passenger;

Civilian, service, or combat hand-held firearms and bladed weapons in accordance with Federal Law No. 150-ФЗ dated December 13, 1996 «On Weapons» in the manner established by the laws of the Russian Federation

Items that can be used as an attack weapon (axe, saw, ice ax, crossbow, air gun, speargun, etc.) are transported in the cargo compartment only.

2) in carry-on luggage of passengers: a medical thermometer that does not contain mercury; mercury tonometer in a standard case — one per passenger; a mercury barometer or manometer packed in a sealed container and sealed with the sender’s seal; dry ice for cooling perishable foods — not more than 2.5 kg per passenger; 3% hydrogen peroxide — not more than 100 ml per passenger; liquids, gels and aerosols classified as non-hazardous: in containers of not more than 100 ml in volume (or equivalent container in other units of volume measurement) packed in a securely closed transparent plastic bag of not more than 1 liter in volume — one bag per passenger.

Liquids in containers of more than 100 ml in volume are not accepted for transportation even if the container is only partially filled, with the exception of: medicines, special dietary products, baby food, including breast milk, in the amount necessary for the duration of the flight; medications containing narcotic drugs, psychotropic substances and their precursors, in the presence of documents provided for by international treaties of the Russian Federation, including the enactments constituting the law of the Eurasian Economic Union, and (or) the legislation of the Russian Federation, confirming the prescription of these medications to the passenger with an indication of their names and quantities, in the quantity required for the duration of the flight; biological materials if the passenger has documents provided for by international treaties of the Russian Federation, including the enactments constituting the law of the Eurasian Economic Union, and (or) the legislation of the Russian Federation establishing the Procedure for the Transportation of Biological Materials. 

If a check finds liquids, gels or aerosols specified in Paragraphs 5 and 6 of Clause 12 of the List mentioned in Order of the Ministry of Transport No. 34, dangerous substances and items, explosives, weapons, or ammunition prohibited (permitted subject to the required conditions) for carriage on board an aircraft by crew members and passengers in checked baggage and things carried by passengers, as provided in Appendix No. 7 to these Rules, an authorized person from among the employees of the transport security unit carrying out the check will inquire individuals about the medicines, about the reasons why they are vital and about the frequency and dosage of their administration.

Liquids purchased from duty-free shops at the airport or on board the aircraft shall be packaged in a tightly closed (sealed) plastic bag ensuring identification of access to the bag contents during the flight, which has an authentic confirmation that the purchase has been made at airport duty-free shops or on board the aircraft on the day (s) of travel.

Aircraft crew members and civil aviation personnel, employees of the federal courier communications agencies and the Intergovernmental Courier Communications who accompany postal items shall be checked at a separate check point (post), or on a priority basis, if there is none.

When transported by aircraft crew members — liquids, aerosols and gels in containers with a capacity of more than 100 ml see Subparagraph f of Paragraph 2 of Appendix 22 Security Control of Liquids, Aerosols and Gels Doc 8973 Aviation Security Manual guidance material in development of Appendix 17 Aviation Security to the Convention on International Civil Aviation dated December 7, 1944 (ratified by the Decree of the Presidium of the Supreme Soviet of the USSR dated October 14, 1970, entered into force for the USSR on November 14, 1970.

Combat hand-held firearms, related ammunition and special equipment, when transported on board an aircraft by employees of federal courier communications agencies or the Intergovernmental Courier Communications Service, who accompany mail.

If there is no prohibition established by a transport infrastructure entity/operator, in the event of a decision to introduce additional actions to ensure transport security on flights with increased danger, the carriage of the following items shall be prohibited for carriage in the aircraft cabin:

corkscrews; hypodermic needles (unless a medical justification is provided); knitting needles; scissors with a blade length of less than 60 mm; folding (without a lock) travel penknives with a blade length of less than 60 mm; mercury tonometers; mercury barometers or manometers.

During the pre-flight check of a passenger, dangerous objects and substances found that can be used as an attack weapon, but are not prohibited for transportation on board the aircraft, should be packed by the passenger and transported as checked-in baggage.

In the passenger cabin of an aircraft it is allowed to transport things and objects that require special precautions when handling them: film, photographic, television, radio equipment, electronic devices, musical instruments, glassware, porcelain, ceramics, human organs and tissues, blood and its components, samples of human biological materials intended for therapeutic and diagnostic purposes, including for blood transfusion or transplantation (hereinafter referred to as biological materials).

Check of biological materials is carried out without opening the packaging, visually with check of documents provided for by international treaties of the Russian Federation, including the enactments constituting the law of the Eurasian Economic Union, and (or) legislation of the Russian Federation establishing the procedure for transporting biological materials, and in the presence of suspicions indicating for the presence of items in them that are prohibited for transportation — without opening the packaging by manual (contact) method.

Animals, birds, reptiles and other representatives of fauna that have the appropriate veterinary certificates and are approved for transportation on board the aircraft, as well as the cages in which they are transported, are checked visually, and if there is any suspicion, the check is carried out by manual (contact) method.

Passengers with implanted devices that stimulate cardiac activity shall be subjected to manual (contact) check method without the use of technical and special means.

Dangerous objects and substances found during the check of passengers and crew members of the aircraft that are on free sale, but prohibited for transportation on board the aircraft, are confiscated with the execution of a report of their detection and seizure from the passenger and crew member of the aircraft during the check of dangerous goods, objects or substances prohibited for transportation and are transferred for storage to a specially equipped airport warehouse in accordance with the legislation of the Russian Federation.

When a pre-flight check of a passenger and his carry-on luggage is carried out, a mark indicating the completion of the pre-flight check is placed on the ticket and (or) boarding pass (except for cases where the ticket and (or) boarding pass is issued electronically), and the passenger is sent to a sterile area. If the boarding pass is issued in electronic form, information about the pre-flight check is entered into the information system, which includes an electronic check database. 

In accordance with the plans for ensuring transport security at transport infrastructure facilities, individuals on departing flights are allowed into the checkpoints (posts) upon presentation of a travel document or boarding pass issued in the established manner and an identity document.

1. The ticket and/or boarding pass, issued in the prescribed manner, is checked, the barcode contained in the boarding pass is scanned (if available), the document is verified against the passenger’s identity and the data on the ticket and boarding pass, including those contained in the barcode, upon entry to the screening point;

2. Passengers are asked to declare any items or substances they possess that are prohibited for carriage on board an aircraft, as well as items received from third parties (parcels, packages, etc.) for transportation;

3. Passengers are asked to remove any metal items they have on their person (cigarette cases, keys, packs of cigarettes, etc.), take off outerwear (coats, jackets, raincoats, suits, sweaters, cardigans, pullovers, etc., headwear), belts wider than 4.0 cm or thicker than 0.5 cm, and footwear (except for footwear with heels less than 2.5 cm high and soles less than 1.0 cm thick), and place all items in trays or baskets, then place them on the conveyor of the X-ray television introscope;

4. Passengers are asked to walk through the frame of a stationary metal detector;

5. The contents of baggage, including items carried by the passenger, outerwear (coats, jackets, raincoats, suits, headwear), belts, and footwear, are screened;

6. If the stationary metal detector alarm is triggered: the locations of metal items on the passenger’s clothing are clarified using a handheld metal detector;

7. Baggage and items carried by a passenger identified as potentially dangerous are subjected to a manual (contact) screening method.

8. Passengers are asked to walk through the frame of the stationary metal detector again after removing and checking metal items;

9. Passengers are screened using a handheld metal detector and manual (contact) screening methods if the alarm is triggered again. Manual (contact) screening is conducted during the screening of: passengers wearing loose clothing that obscures the contours of their body; items whose internal contents cannot be determined using technical and special means; baggage and items of passengers identified as potentially dangerous; all passengers during an elevated threat of an act of unlawful interference on an aircraft of a specific flight.

Passengers are prohibited from: carrying explosives, toxic, flammable, radioactive, or other hazardous substances and items on board an aircraft, accepting suitcases, parcels, or other items from third parties for transportation on board an aircraft, or leaving their baggage with strangers.

The opening of baggage in the absence of the owner during baggage screening is performed by employees of the transport security unit in the presence of two witnesses, as well as authorized representatives of internal affairs units and/or the Federal Security Service of the Russian Federation, with the preparation of an inspection report for material objects, consular mail, as provided for in paragraph 26 of Order No. 34.

Upon receiving information about a threat of an act of unlawful interference on a departing aircraft, repeat screening of individuals and baggage, including items carried by individuals, crew members, onboard catering, supplies, aircraft equipment, spare parts, emergency rescue equipment, onboard kitchen equipment, cargo, and mail is conducted.

Baggage of individuals removed from a flight is subject to screening.

Pre-flight screening of transit and transfer passengers, including items carried by passengers, in intermediate airports is conducted on a general basis before entering the sterile area and mixing with passengers who have undergone pre-flight screening for whom this point of transportation is the origin. Transit and transfer passengers are not allowed access to their checked baggage. Baggage of transfer passengers arriving from airports of countries with which the Russian Federation has not concluded agreements on the recognition of applied aviation security standards is subject to mandatory pre-flight screening in the intermediate airport before mixing with screened baggage of passengers for whom this point of transportation is the origin. Baggage of transfer passengers arriving from airports of countries with which the Russian Federation has concluded agreements on the recognition of applied aviation security standards is not subject to mandatory pre-flight screening in the intermediate airport if such baggage remains under the control of aviation security personnel during ground handling in the intermediate airport and access to it is excluded. Baggage of transfer passengers on domestic flights, as well as baggage of transfer passengers departing from an intermediate airport outside the Russian Federation (except for baggage specified in the first paragraph of this section), is not subject to mandatory pre-flight screening in the intermediate airport if such baggage remains under the control of aviation security personnel during ground handling in the intermediate airport and access to it is excluded. Baggage of transfer and transit passengers is re-screened and dispatched on the same flight as the passengers if the route is changed at their initiative.

Simplification of pre-flight screening procedures for passengers, including transit and transfer passengers, is not permitted. Access to an aircraft for individuals, as well as cargo, baggage, correspondence, mail, onboard supplies, aircraft equipment, spare parts, emergency rescue equipment, and onboard kitchen equipment entering the transport security zone of the vehicle, is granted after verification and/or inspection of documents confirming the legal grounds for the presence of the screened objects in the transport security zone (including those issued electronically), at the checkpoint (posts) of transport infrastructure facilities with which the transport infrastructure entity (carrier) interacts technologically.

Employees of the transport security unit conducting screening have the right to: demand strict compliance by passengers with the requirements of the legislation of the Russian Federation in the field of aviation security in air transport; check passengers' tickets, issued in the prescribed manner, and identity documents upon entry to screening points; conduct interviews to identify potentially dangerous passengers, as well as items and substances prohibited for air transportation in passengers' possession; screen passengers, baggage, and items carried by passengers, crew members of aircraft, civil aviation personnel, onboard supplies of aircraft, cargo, and mail; observe passenger behavior in screening points; confiscate items and substances prohibited for air transportation discovered during screening; screen baggage of passengers deposited in storage rooms; submit proposals aimed at improving the efficiency of screening in terms of refining technologies and using applied technical and special means; conduct quality checks of screening procedures as decided by aviation security service leaders.

Employees of the transport security unit conducting screening are obliged to: be attentive and polite to passengers and avoid actions that demean their dignity; know and ensure compliance with these Rules during screening; possess the necessary skills to identify dangerous items and substances prohibited for carriage on board an aircraft in passengers' possession, including those concealed; submit materials in the prescribed manner for taking action against violators of aviation security requirements in accordance with the legislation of the Russian Federation; deny boarding to passengers who evade pre-flight screening; remain vigilant and prevent passengers, crew members of aircraft, civil aviation personnel, cargo, mail, onboard supplies of aircraft, and baggage that have not undergone pre-flight screening from entering the sterile zone through the screening point; know the main characteristics and operating rules of technical and special means; comply with safety rules when working with technical and special means and fire safety rules.

Before being loaded on board the aircraft, cargo, mail and on-board supplies of the aircraft shall be subject to pre-flight check using various types and methods with the help of technical and special means, as well as control weighing. Pre-flight check and transportation of dangerous goods are carried out in accordance with the requirements of Annex 18 to the Chicago Convention on International Civil Aviation The Safe Transport of Dangerous Goods by Air and the Technical Instructions for the Safe Transport of Dangerous Goods by Air (ICAO Doc 9284 AN/905). Pre-flight check of cargo is carried out by a check team in areas of the cargo terminal in the presence of a cargo warehouse employee.

On-board meals, supplies, aircraft accessories, aircraft spare parts, emergency rescue equipment and on-board kitchen equipment assembled outside the transport security area of a transport infrastructure facility shall be checked by authorized persons from among the employees of the transport security unit carrying out the check, at equipped check points (posts) using technical and special means.

Checked baggage, in-flight meals, supplies, aircraft accessories, aircraft spare parts, emergency rescue equipment, on-board kitchen equipment, cargo and postal items shall be marked with stickers confirming that they have been checked.

If it is not possible to inspect the contents of the cargo using technical and special means, using the manual (contact) method or visually, as well as when information is received about the threat of an act of unlawful interference on a departing aircraft, it is allowed by decision of the head of the service of transport safety to: hold the cargo until loading on board the aircraft in safe conditions for a period of at least two hours beyond the estimated flight time of this aircraft to its destination; check the cargo in a decompression chamber during the estimated flight time of this aircraft to its destination. The cargo that has aroused suspicion is subjected to a second pre-flight check in order to detect items and substances prohibited for transportation on board the aircraft. The outer packaging of the cargo is subject to check. If the outer packaging is damaged (integrity damage), the cargo will not be allowed to depart and will be rechecked. At the end of pre-flight check, the cargo is marked with numbered stickers. A record of the check results is made in the logbook of inspected cargo, mail and on-board supplies of the aircraft.

Pre-flight security checks of postal items (correspondence) are carried out at the check points of the cargo terminal or at the check points at the airport terminal without opening them at the check points and transport security posts. Objects and substances found in a cargo consignment that are on free sale, but prohibited for transportation on board the aircraft, are confiscated with the execution of a report of their detection and seizure from the cargo consignment of the aircraft during the check of dangerous goods, objects or substances prohibited for transportation, in two copies (or in the required quantity). Seized items and substances with a copy of the report are transferred to the consignor. Cargo (mail) is delayed and is not allowed to be transported (issued) on board the aircraft if the items and substances are found in it, the illegal production, carrying and storage of which stipulates criminal liability.

Pre-flight check of the aircraft on-board supplies, emergency and rescue means and on-board food supplies for passengers and crew, and catering equipment shall be conducted at the equipped check points by the check team staff using technical and special means. Pre-flight check of the aircraft on-board food is carried out in the presence of the forwarder. If necessary and in order to exercise control, the chief of the transport security unit may conduct a random check of the aircraft on-board supplies immediately before loading it on board the aircraft with a check report, in particular upon an observation and/or an interview. The check report is drawn up in two copies. One copy is transferred to the catering service works, the second copy is transferred to the transport safety office. Upon completion of the pre-flight check of the aircraft on-board food, each container is marked with numbered stickers, and a check note is made in the waybill and its copies. Control of the loading of cargo, mail, on-board supplies, emergency and rescue means and on-board food on board the aircraft is carried out by the staff of the transport safety office. 

Cargo, mail, aircraft on-board supplies, emergency and rescue means and aircraft on-board food must not contain items and substances prohibited for transportation on board the aircraft.

An aircraft shall be checked during preparation for the next flight before the aircraft is presented for boarding of individuals, before loading operations (loading of cargo, baggage, mail, on-board meals, supplies, aircraft accessories, or aircraft spare parts) or during stops at intermediate air transport facilities during a transit flight, after passenger disembarkation. A record of the check shall be entered into the aircraft/vehicle check log; see the recommended form in Appendix No. 6 to these Rules.

The baggage compartment of an aircraft shall be checked before loading baggage, cargo, mail, in-flight meals, supplies, aircraft accessories, and aircraft spare parts.

In order to prevent unauthorized access of a vehicle to the transport security area, the aircraft cabin will not be checked unless all individuals have left the aircraft. 

Armed employees of the federal courier service who accompany mail have the right to remain on board the aircraft while the aircraft is being checked, when parked at a intermediate facility.

Individuals, as well as cargo, baggage, mail, on-board supplies, aircraft accessories, aircraft spare parts, emergency rescue equipment and on-board kitchen equipment passing (moved) into the transport security area may be admitted to an aircraft after verification and/or check of documents confirming the legal grounds for the presence of the items under check in the transport security area (including those issued electronically), at check points (posts) of transport infrastructure facilities with which the transport infrastructure entity/carrier carries out technological interaction.

Aircraft Recheck

Rechecks can be carried out either in full or selectively.  Upon receipt of information about the presence of persons on board the aircraft in flight that intend to jack (hijack) the aircraft, persons that have explosive devices or explosive substances, or other cargo and objects that pose a danger to the flight and passengers, the belongings, including carry-on luggage, on-board aircraft supplies, cargo and mail are subject to recheck after arrival at the airport (of departure, destination or intermediate airport). Recheck shall be carried out at the airport of arrival or on board the aircraft by authorized staff of the transport security unit at the transport infrastructure facility using technical and special means, at a specially designated airport parking lot.

Order of the Ministry of Transport of the Russian Federation No. 34 On the Establishment of the Rules for Checks, Additional Checks, Rechecks, Observations and/or Interviews to Ensure Transport Safety dated February 4, 2025

The Rules for Checks, Additional Checks, Rechecks, Observations and/or Interviews to Ensure Transport Safety (hereinafter referred to as the Rules) were developed on the basis of Parts 13 and 14 of Article 12.2 of Federal Law No. 16-ФЗ dated February 9, 2007 «On Transport Safety» (hereinafter referred to as the Law on Transport Safety) taking into account the requirements for ensuring transport safety by type of transport, including the requirements for anti-terrorist protection of facilities (territories), taking into account safety levels for various categories of transport infrastructure facilities (hereinafter referred to as the Requirements), requirements for ensuring transport safety of transport infrastructure facilities by type of transport at the phase of their design and construction (hereinafter referred to as the Requirements at the Design and Construction Phase), requirements for compliance with transport safety for individuals traveling by or staying at transport infrastructure facilities or vehicles, by type of transport, as well as in the security areas established around individual ships and (or) other floating facilities with a nuclear reactor or ships and (or) other floating facilities transporting nuclear materials, transport infrastructure facilities, in accordance with Part 8.1 of Article 12.3 of the Law on Transport Safety (hereinafter referred to as the Requirements for Compliance with Transport Safety), established in accordance with Article 8 of the Law on Transport Safety.

Checks, additional checks and rechecks for the purpose of transport security shall be carried out in specially designated places equipped with stationary and/or portable and manual inspection means (hereinafter referred to as the inspection means) and other technical means of ensuring transport security (hereinafter referred to as the check point (post)) in accordance with plans (sheets) for ensuring transport security of transport infrastructure facilities and vehicles for admitting objects to be checked into the transport security area. 

A check/recheck for the purpose of ensuring transport security involves taking actions to examine individuals, vehicles, cargo, baggage, postal items, carry-on baggage and personal belongings in the possession of individuals, and other material objects in order to detect items and substances that have external signs of similarity to weapons, explosives or other devices, items and substances, which are banned or restricted to move into the transport security area or part thereof and/or which may be used to commit acts of unlawful interference (hereinafter referred to as the AUI), as well as to identify individuals and vehicles that no legal grounds to be admitted into the transport security area or part thereof. 

During the additional check, in order to ensure transport safety (hereinafter referred to as the additional check), measures are taken to recognize items and substances detected during the check and (or) repeated check in order to ensure transport safety. Additional checks, as well as admitting the checked items/vehicles/persons into the transport security area or part of it, should be carried out on the basis of a decision by an authorized person from among the employees of the transport security unit carrying out the check. 

At the request of the individuals being checked, additional checks may be carried out in premises (sections of premises), which ensure the confidentiality of the additional check of individuals, their carry-on baggage and personal belongings.

The repeated check is carried out when a transport infrastructure subject or carrier receives information about the threat of committing an act of unlawful interference, as well as when a decision is made to conduct it based on the results of observation and (or) interview in order to ensure transport safety. 

on allowing unauthorized access to objects of inspection that have checked, additionally checked or rechecked (if any) and admitted to part of the transport security area, as well as their mixing with objects of inspection, which have not been checked or which have not been admitted to the transport security area  

Observation and (or) interview for the purpose of ensuring transport safety (hereinafter referred to as the observation and (or) interview) are aimed at identifying individuals whose actions indicate signs of preparation for committing AUI, as well as at detecting vehicles and other material items that may be used to commit an act of unlawful interference. Based on the results of the observation and (or) interview, a decision is made to conduct an additional/repeated check. 

Observation and/or interviews shall be conducted in order to identify the involvement of individuals and the vehicles or physical objects they use in the preparation of committing acts of unlawful interference and shall include actions for visual observation of the behavioral characteristics of individuals (including increased nervousness, anxiety, restlessness, or aggression), as well as inquiries of individuals whose actions have signs of preparation for committing acts of unlawful interference

Appendix No. 1 to The Rules for Checks, Additional Checks, Rechecks, Observations and/or Interviews to Ensure Transport Safety, approved by Order of the Ministry of Transport of Russia No. 34 dated February 4, 2025.

3.4. Items containing explosives 3.4.1. Cartridges for civilian and service weapons: 1) Cartridges for civilian self-defense weapons: of traumatic action for smooth-bore long-barreled firearms; of traumatic action for limited-damage firearms (pistols, revolvers, barrelless devices); of gas action; 2) Light and sound cartridges; 3) Cartridges for civilian sporting and hunting weapons: firearms with a rifled barrel; smoothbore firearms; pneumatic weapons; 4) Signal cartridges for weapons: firearms; signal weapons; 5) Cartridges for firearm devices for industrial purposes, structurally similar to firearms; 6) Cartridges for service firearms: smooth-bore and rifled short-barreled; of limited damage; 7) Cartridges produced for export only in accordance with the technical requirements of importing countries; 8) Test cartridges: for weapons with a rifled barrel; for smoothbore weapons.

3.5. Items that are structurally similar to firearms, pneumatic weapons and bladed weapons, and also capable of being used in committing acts of unlawful interference as such types of weapons (with the exception of those moved to the transport security area of a transport infrastructure facility or vehicle in order to ensure their operations and to service the individuals located on them and which are certified as products for household and industrial purposes, as well as cutlery meeting the parameters and sizes established by Sections 3, 4 of GOST R 51687-2021 — National Standard of the Russian Federation. Cutlery and Kitchen Utensils Made of Stainless Steel. General Technical Requirement (approved by Order of Rosstandart No. 1654-st dated November 30, 2021, effective March 1, 2022).

Grounds on which the check objects — individuals can cross the borders of the free access sector of the transport security area, as well as can stay on its territory: such check objects do not have items and substances prohibited or restricted for movement, which are included in the lists of weapons, explosives or other devices, items and substances in respect of which there is a ban or restriction on movement into the transport security area approved by this Order (hereinafter referred to as the Lists), which are moved without legal grounds, and such check objects comply with the Requirements for Compliance with Transport Safety.

Grounds on which the check objects — individuals can cross the borders of the technological sector of the transport security area or a critical element of TIF or vehicle, as well as can stay on the territory of the corresponding parts of the transport security area: such persons have permanent passes or one-time passes and identification documents executed in the prescribed manner, valid at the time of the check, additional check and repeated check; such persons do not have items and substances that are prohibited or restricted for movement and included in the Lists, except for cases where the possibility of movement of the relevant items and substances is provided for by this Order; such persons comply with the Requirements for Compliance with Transport Safety.

Grounds on which the check objects — individuals can cross the borders of the transportation sector of the transport security area of TIF or vehicle, as well as can stay on the territory of this part of the transport security area: such persons have permanent passes or one-time passes and identification documents or identification documents and transportation (travel) documents, boarding passes (if necessary), issued in the prescribed manner (including in electronic form), valid at the time of the check, additional check and repeated check; such persons do not have items and substances that are prohibited or restricted for movement and included in the Lists, except for cases where the possibility of movement of the relevant items and substances is provided for by this Order; such persons comply with the Requirements for Compliance with Transport Safety.

Grounds on which the check objects — other material items can cross the borders of the transportation and technological sectors of the transport security area or a critical element of the TIF or vehicle, as well as ground on which such check objects can stay on their territory: a transportation document and (or) a pass for this material item executed in the prescribed manner and valid at the time of the check, additional check and repeated check is available; these material check objects have no items and substances prohibited or restricted for movement, included in the Lists, moved into the transport security area or part thereof without legal grounds or in violation of the rules (procedures, conditions) of transportation established by regulatory legal enactments applicable to air, sea, river, railway, road transport and road facilities, urban ground electric transport, metro, as well as transportation rules established by the transport infrastructure subject (TIS) (carriers).

Individuals who have implanted devices that stimulate cardiac activity, as well as persons with disabilities, provided that they have medical documents and (or) they inform the check staff about contraindications for examining such persons using check means, are inspected by manual (contact) method.

Check staff shall: know and comply with these Rules when conducting the check, additional check, repeated check; take part in the protection of TIF and vehicles from AUI in accordance with transport safety plans; identify attempts of committing and attempts of preparing to commit AUI in the performance of their official duties to ensure the transport safety of TIF and vehicles; carry out reconciliation and (or) verification of documents, evaluate data output by technical means of ensuring transport safety in order to identify preparation for committing AUI or committing AUI in relation to TIF and/or vehicles; not to allow weapons, explosives or other devices, items and substances for transportation that are included in the Lists, that are prohibited for transportation by this type of transport in violation of the rules established by federal laws and other regulatory legal enactments of the Russian Federation regulating the procedure and conditions for their transportation by types of transport; be attentive and polite to the check objects — individuals and not to allow actions that degrade their dignity; prevent damage to material check objects, documents and passes; provide, within the limits of their competence, in order to ensure the transport safety of TIF and vehicles, assistance to law enforcement agencies in solving the tasks assigned to them, ensure safety of items, substances and documents that are instruments for committing AUI, as well as the place where AUI was committed; use technical means of ensuring transport safety in accordance with the instructions for their operation; inform the authorized divisions of the territorial bodies of the Ministry of Internal Affairs of Russia about persons caught committing AUI or preparing to commit AUI, as well as persons resisting check staff in the performance of their official duties to ensure transport safety; inform the authorized units of the territorial bodies of the Ministry of Internal Affairs of Russia and the FSS of Russia about the detection and identification of weapons, ammunition, explosives or explosive devices, toxic or radioactive substances specified in the Lists and about the persons who moved them; participate in carrying out measures to ensure the safety of information constituting state secret, as well as information contained in plans for ensuring transport safety of TIF and vehicles.

Check staff, within the framework of their official powers, have the right to: demand compliance with transport safety requirements from individuals traveling by or staying at TIF and vehicles; verify identification documents with the identity of individuals, as well as check individuals’ transportation documents, passes, as well as other documents at checkpoints (posts), identify the grounds for the passage (travel) of individuals and (or) movement of material check objects to the transport security area or part thereof, or their location in the transport security area or part thereof; carry out check, additional check, repeated check of check objects at checkpoints (posts), as well as in the transport security area of TIF and vehicles or part thereof; suppress, in accordance with transport safety plans, committing of AUI and preparation for committing AUI, when performing their official duties to ensure the transport safety of TIF and vehicles; use physical force, special means and firearms in cases and in the manner prescribed by law.

When undergoing check, additional check and repeated check, interviews at checkpoints, posts, the check objects — individuals: present valid passes, transportation and identity documents at the request of an employee of the transport safety unit; as well as all material items transported or brought into the transport security area of the TIF and (or) vehicle, outerwear, shoes, headdresses, items under clothing; as well as motor vehicles, self-propelled vehicles, machines and mechanisms or parts thereof, for check, additional check and repeated check; are examined using check means, including upon additional requests from an employee of the transport safety unit, undergo examination using check means again; comply with the requirements of check staff to prevent the bringing of items and substances specified in the Lists into the transport security area of TIF and (or) vehicles or parts thereof; comply with the requirements of check staff to prevent the passage (travel) of individuals and vehicles into the transport security area of TIF and (or) vehicles or part thereof that do not have legal grounds for this; give answers to questions from employees carrying out observation and (or) interviews related to establishing the connection of these individuals with committing or preparing for committing AUI in relation to TIF and (or) vehicles.

In the event that passengers transfer weapons, ammunition and cartridges for them, or special equipment during the flight, their acceptance, issuance, check and registration are carried out in a specially designated room located in the TIF transport security area. In the event that passengers transfer items and substances prohibited for transportation by air transport vehicles for temporary storage, their acceptance, issuance, check, registration and storage are carried out in a specially designated room located in the TIF transport security area.

During the check of individuals, their baggage, carry-on luggage and items they move, at checkpoints, posts on the border of the transportation or technological sectors of the TIF transport security area, in accordance with the TIF Transport Safety Plan, the following activities are carried out: Checking passes, transportation documents, verification of the identity document with the passenger’s identity and transportation documents. Observation and (or) interview aimed at identifying signs of probable connection of individuals with committing or preparation for committing AUI, as well as identifying such behavioral characteristics of individuals — check objects as increased nervousness, anxiety, and fussiness. Based on the results of the observation and (or) interview, a decision is made to conduct an additional check. 

Requirements imposed on individuals (check objects): lay out the items they carry that contain metals, mobile phones, laptop and tablet computers, photo, video, film, radio equipment and place them in check trays (baskets); put off outerwear, hats, belts, belts, shoes (in relation to belts and belts of less than 4 cm wide, less than 0.5 cm thick, as well as shoes with a heel height of less than 2.5 cm and with a sole thickness of less than 1.0 cm, this requirement is advisory) and place them in check trays (baskets), the use of this subparagraph is mandatory at checkpoints and posts at the border of the transportation sector; place check trays (baskets) and other things carried by individuals who are subject to check on the conveyor of the X-ray television unit; pass through the frame of a stationary metal detector. 

Check of radio and television equipment, photographic, video and film equipment, audio and video equipment, cell phones, personal computers can additionally be carried out in other ways, using devices that detect explosives, as well as by turning them on and checking their operability; Check of musical instruments is carried out separately from their cases (boxes), using the methods specified in paragraph 28 of these Rules, using devices that detect explosives, as well as using check rotating mirrors;

When a passenger undergoes check, the check officer makes a note in the transportation documents or boarding pass indicating that the passenger has passed the check. If the boarding pass is issued in electronic form, such information is entered into the electronic check database (if technically possible); In cases where the check objects — passengers who have passed the check are moved from the transportation sector of the transport security area to another part of the transport security area, except for cases determined by the transportation technology, the marks in the transportation document about the passed check are canceled. If the boarding pass is issued in electronic form, information about the passenger undergoing the check is canceled from the electronic check database;

Crew members of civil aircraft during the performance of their official duties are allowed to undergo check if they have certificates of crew members of civil aircraft and a flight task (or a general declaration for crew members of civil aircraft of foreign airlines). The legal basis for the passage of crew members into the TIF transport security area or part of it during the performance of their official duties, if they do not have passes, are the certificates of civil aircraft crew members that comply with the standards of the International Civil Aviation Organization and the requirements for permanent passes, flight tasks or general declaration (for crew members of civil aircraft of foreign airlines).

Carriage of baggage of passengers who did not arrive at the place of boarding the aircraft or who evaded the flight for which they were registered is strictly prohibited. The baggage of passengers who did not arrive at the place of boarding the aircraft or who evaded the flight is subject to repeated check. In cases where a check of transit and transfer passengers, including their carry-on luggage and their things is carried out at the TIF, such check is carried out at checkpoints, posts before they enter the transportation sector of the transport security area of the TIF and/or vehicles and before they join with the checked objects for which this is a starting transportation point. Baggage of transfer and transit passengers shall be checked and transported on the flight which is the same as the passengers’ flight, if the passengers — their owners change destination upon their request. 

Animals, birds, reptiles and other representatives of fauna that have appropriate veterinary certificates and are approved for transportation by air transport vehicles, as well as the cages (containers) in which they are transported, are inspected using other methods, as well as with the help of devices for detecting explosives.

Material items found during the check of passengers and crew members of civil aircraft that are in free circulation, but prohibited for transportation by the aircraft, in cases of refusal of passengers and crew members to voluntarily remove such material items from the territory of the TIF or vehicle, are confiscated by check staff with the execution of a report on detection of dangerous goods, items or substances prohibited for transportation and their seizure from an individual and a crew member of an aircraft during check, additional check, recheck, should be registered in the log of reports of detection of dangerous goods / objects prohibited for transportation and their seizure from passengers and members of the crew of an aircraft should be transferred for storage to a room for temporary storage of items and substances prohibited for transportation by aircraft and seized from passengers during check, in accordance with the legislation of the Russian Federation. Simplification of the procedures of check, additional check and repeated check is not allowed.

Article 205. Terrorist act; Article 205.1. Assistance in terrorist activities; Article 205.2. Public calls for terrorist activities, public justification of terrorism or propaganda of terrorism; Article 205.3. Completing training for the purpose of carrying out terrorist activities; Article 205.4. Organization of a terrorist community and participation in it; Article 205.5. Organization of activities of a terrorist organization and participation in the activities of such an organization; Article 205.6. Failure to report a crime; Article 206. Taking of a hostage;  

Article 207. Deliberately false report of an act of terrorism; Article 207.1. Public dissemination of deliberately false information about circumstances that pose a threat to the life and safety of citizens; Article 211. Hijacking of an aircraft or water vehicle, or railway vehicle; Article 263.1. Violation of transport safety requirements.

Article 11.3.1. Violation of aviation safety requirements
  1. Failure to comply with or violation of aviation safety norms, rules or procedures, except for the cases provided for in parts 2-4 of this article, shall entail the imposition of an administrative fine on officials in the amount of one thousand to two thousand five hundred rubles; for legal entities — two thousand to five thousand rubles.
  2. Failure to take measures to maintain the fences of a controlled territory or restricted access zone or ground facilities of an airport, aerodrome or heliport entails the imposition of an administrative fine on officials in the amount of two thousand to four thousand rubles; for legal entities — four thousand to ten thousand rubles.
  3. Failure to take measures to prevent the entry of persons, carry-on luggage or baggage, cargo, mail, on-board supplies on board the aircraft that have not passed check, or items or substances prohibited for transportation by aircraft entails the imposition of an administrative fine on officials in the amount of two thousand to three thousand rubles; for legal entities — ten thousand to fifty thousand rubles.
  4. Delivery or assistance in the delivery of persons, carry-on luggage or baggage, cargo, mail, on-board supplies on board the aircraft that have not passed check, or items or substances prohibited for transportation by aircraft entails the imposition of an administrative fine on citizens in the amount of one thousand to three thousand rubles; for officials — ten thousand to thirty thousand rubles.
Article 11.15.1. Violation of transport safety requirements
  1. Failure to comply with requirements for ensuring transport safety or failure to comply with requirements for compliance with transport safety committed through negligence, if these actions (inaction) do not contain a criminal offense, entails the imposition of an administrative fine on citizens in the amount of three thousand to five thousand rubles; for officials — twenty thousand to thirty thousand rubles; for individual entrepreneurs — thirty thousand to fifty thousand rubles; for legal entities — fifty thousand to one hundred thousand rubles.
  2. Repeated committing of an administrative offense provided for in Part 1 of this article entails the imposition of an administrative fine on citizens in the amount of five thousand to ten thousand rubles; for officials — thirty thousand to fifty thousand rubles; for individual entrepreneurs — fifty thousand to seventy thousand rubles or administrative suspension of activities for up to ninety days; for legal entities — one hundred thousand to two hundred thousand rubles or administrative suspension of activities for a period of up to ninety days.
  3. An action (inaction) provided for in Part 1 of this article, committed intentionally, shall entail the imposition of an administrative fine on citizens in the amount of twenty thousand to thirty thousand rubles with or without confiscation of the instrument or objects of the administrative offense, or administrative arrest for a term of up to ten days; for officials — fifty thousand to one hundred thousand rubles or administrative arrest for up to ten days; for individual entrepreneurs — one hundred thousand to one hundred fifty thousand rubles with or without confiscation of the instrument or objects of the administrative offense, or administrative suspension of activities for a period of up to ninety days; for legal entities — two hundred thousand to five hundred thousand rubles with or without confiscation of the instrument or objects of the administrative offense or administrative suspension of activities for a period of up to ninety days.

Note. Persons carrying out entrepreneurial activities without forming a legal entity bear administrative liability as legal entities for administrative offenses provided for in this article,.

Article 11.17. Violation of the rules of conduct of citizens on air transport
  1. Violation of the rules for photographing, video recording and motion-picture filming, or using radio communication means on board the aircraft will entail a warning or the imposition of an administrative fine in the amount of one hundred rubles with confiscation of the film.
  2. Failure by persons on board the aircraft to comply with the lawful orders of the aircraft commander shall entail the imposition of an administrative fine in the amount of two thousand to five thousand rubles or administrative arrest for a term of up to fifteen days.
Article 785. Contract for carriage of goods 
  1. Under a contract for carriage of goods, the carrier undertakes to deliver the cargo entrusted to it by the consignor to the destination point and release it to the person entitled to receive the cargo (the consignee), and the consignor undertakes to pay.
  2. The conclusion of the contract shall be confirmed by drawing up of a consignment note (bill of lading or another document for the goods provided for by the relevant transport charter or code) and its issuing to the consignor.
Article 786. Passenger carriage contract 
  1. Under a passenger carriage contract, the carrier undertakes to transport the passenger to the destination, and if the passenger checks in baggage — to deliver the baggage to the destination as well and hand it over to the person authorized to receive the baggage; the passenger undertakes to pay the established fare, and when checking in baggage — for the carriage of the baggage as well. 
  2. The conclusion of the passenger carriage contract is certified by a ticket, and the handing over of baggage by a passenger is certified by a baggage receipt. The forms of the ticket and baggage receipt are established in the manner prescribed by transport charters, codes and other laws. 
  3. The passenger has the right, in the manner prescribed by the relevant transport charter, code or another law: to transport children with him/her free of charge or on other preferential terms; transport carry-on luggage with him/her free of charge within the established limits; hand in baggage for transportation for a fee according to the tariff.

Article 786 was supplemented by paragraph 4 dated December 16, 2017 — Federal Law No. 379-ФЗ dated December 5, 2017 4. In the cases provided for in Article 107.1 of the Air Code of the Russian Federation, the carrier or a person authorized by the carrier to conclude an contract for the air transportation of a passenger has the right to refuse to conclude a contract for the air transportation of a passenger if the passenger is included in the register of persons whose air transportation is limited by the carrier.

International Airport Vnukovo announces that, in accordance with the implementation of Clause 5 of the Resolution of the Government of the Russian Federation dated April 30, 2025 No. 588 "On the Specifics of Protection against Acts of Unlawful Interference Using Unmanned Aerial Vehicles at Transport Infrastructure Facilities and/or Groups of Transport Infrastructure Facilities, around which Security Zones are Established," the boundaries of the security zone have been established around the transport infrastructure facility "Moscow (Vnukovo) Airport."
