The procedure for calculation of the time taken to calculate the payment for usage of passenger loading bridge subject to time gradation:
- less than 1 hour of passenger loading bridge is rounded to 1 hour;
over 1 hour:
- from 1 min. to 15 min. — fee is charged as for every 15 min.;
- from 16 min. to 30 min. — fee is charged as for every 30 min.;
- from 31 min. to 45 min. — fee is charged as for every 45 min.;
- from 46 min. to 60 min. — fee is charged as for 1 hour.
Tariff application procedure:
- tariff is charged for the time of using each provided passenger boarding bridge.
3. Item 6
A fine shall be collected for loss/destruction of aeronautical information publication:
- publication No. 1 — RUB 115,430.0
- publication No. 11 — RUB 86,300.0
- publication No. 12 — RUB 79,600.0

4. Item 11
- The tariff shall be established for one provision of a follow-me vehicle for aircraft; fee shall be determined as per the established tariff for each service.
- The tariff establishment is provided for by clause 4.21 of Annex No. 1 to Order of the Ministry of Transport of the Russian Federation No. 241 dated July 17, 2012.
5. Item 13
- The tariff shall apply for supplementary handling of 1 unit (piece) of rush baggage.
6. Items 17, 18
- No fee shall be charged for the first two days (48 hours) of baggage storage (clause 4.1.1 of Order of the Ministry of Transport of the Russian Federation No. 241 dated July 17, 2012), incomplete days are still charged as a full day.
7. Items 19-22
- Items 19, 21 — Tariffs are charged from the first day of storage, incomplete days are still charged as a full day.
- Items 20, 22 — Tariffs are not charged for the first 2 hours of storage, incomplete days are still charged as a full day.
8. Items 18, 21, 22, 26, and 29
- Baggage, unattended items, objects, substances, the sum of three dimensions of which in packed form exceeds 203 cm or the weight of which exceeds 30 kg are considered to be oversized.
9. Items 27, 28, and 29
- For the first day, a fee for registration, storage and issuance of objects and substances prohibited for carriage on board the aircraft shall be charged; from the second day, a fee shall only be charged for storage of objects and substances. Incomplete days are still charged as a full day.
10. Item 30
The procedure for calculation of the time taken to calculate the payment for usage of special technical and transport vehicle (fire fighting truck) subject to time gradation
less than 15 min. of using the fire fighting truck shall be rounded to 15 min.
over 15 min.:
- from 16 min. to 30 min. — fee is charged as for 30 min.
- from 31 min. to 45 min. — fee is charged as for 45 min.
- from 46 min. to 60 min. — fee is charged as for 1 hour.
The time of using a fire fighting truck shall be recorded immediately after it arrives to the facility until it leaves the facility.
Tariff application procedure:
- tariff is charged for the time of using each provided fire fighting truck
The cost of water, foam shall be calculated on the basis of actual costs.
11. Item 31
The stay time of passengers is recorded from the moment of accommodation in special premises until departure from such premises.
To calculate the amount payable for each passenger, the time of his/her stay in special premises shall be rounded upwards to a multiple of 6 (6, 12, 18, 24, 30, 36, etc.).

The service for the provision of information to aircraft crews in preparation for flight (provision of NOTAM printout) complies with the following clauses of Annex A of the IATA 2018 Standard Ground Handling Agreement (SGHA): 4.3.1.
4. Item 4
- The tariff shall be established for one provision of a follow-me vehicle for aircraft; the fee shall be determined as per the established tariff for each service;
- The service for the provision of a follow-me vehicle for aircraft complies with the following clauses of Annex A of the IATA 2018 Standard Ground Handling Agreement (SGHA): 3.2.1 (a).
5. Item 5
The tariff shall apply if this service is not included in the service package, but is provided upon request
The baggage search service complies with the following clauses of Annex A of the IATA 2018 Standard Ground Handling Agreement (SGHA): 2.3.4(a, b) (1,2,3,6).
6. Item 8
The service for loading (unloading) of physically disabled passengers into/from aircraft complies with the following clauses of Annex A of the IATA 2018 Standard Ground Handling Agreement (SGHA): 2.1.3 (a) (2).
7. Item 9
The service for the provision of special technical and transport vehicles (ambulift) complies with the following clauses of Annex A of the IATA 2018 Standard Ground Handling Agreement (SGHA): 2.1.3. (a) (6).
8. Item 10
The service for generation of the MVT format IATA messages complies with the following clauses of Annex A of the IATA 2018 Standard Ground Handling Agreement (SGHA): 4.2.1.
9. Item 11
The service for arrangement and control of aircraft handling complies with the following clauses of Annex A of the IATA 2018 Standard Ground Handling Agreement (SGHA): 1.1.1; 1.1.2; 1.1.4; 1.3.7; 1.3.8; 1.3.9.
10. Item 13
- No fee for storage of unclaimed baggage of arriving passengers during the first 2 days (48 hours) of storage shall be charged. (clause 4.1.1 of Order of the Ministry of Transport of the Russian Federation No. 241 dated July 17, 2012).
- Incomplete days are still charged as a full day.
11. Item 14
The procedure for calculation of the time taken to calculate the payment for usage of special technical and transport vehicle (fire fighting truck) subject to time gradation
- less than 15 min. of using the fire fighting truck shall be rounded to 15 min.
over 15 min.:
- from 16 min. to 30 min. — fee is charged as for 30 min.
- from 31 min. to 45 min. — fee is charged as for 45 min.
- from 46 min. to 60 min. — fee is charged as for 1 hour.
The time of using a fire fighting truck shall be recorded from the moment it arrives to the facility until leaves the facility.
Tariff application procedure:
- tariff is charged for the time of using each provided fire fighting truck. The cost of water, foam shall be calculated on the basis of actual costs.
The service for the provision of special technical and transport vehicles (a fire fighting truck) for foreign carriers complies with the following clauses of Annex A of the IATA 2018 Standard Ground Handling Agreement (SGHA): 3.7.1 (b) (1).
12. Item 15
The stay time of passengers is recorded from the moment of accommodation in special premises until departure from such premises.
To calculate the amount payable for each passenger, the time of his/her stay in special premises shall be rounded upwards to a multiple of 6 (6, 12, 18, 24, 30, 36, etc.).
